The SDC ratifies vocabulary changes, approves new activity domains, resolves disputes between working groups, and ensures the standard remains grounded in recognised institutional authority. It is not yet constituted. Membership is invite-only.

Each working group owns the controlled vocabulary and conduct guides for its activity cluster. Working group leads form a cross-domain technical council. Membership is open to practitioners with recognised domain authority — federation officials, academics, and competition organizers.
